Fiona Carter's father and Roderigo's genetic cousin, Devon Carter suffers from arthritis and diabetes. He runs the popular and prominent Carter Institute and Aquariums, a combination research institute, private aquarium and marine rescue center that focuses primarily on Sharks and other Elasmobranches (such as rays and skates). While his aquariums do display sharks from all over the world, they were started primarily as a way of funding the rescue center. They have since grown into a very profitable venture that has turned Calusa Shores into a tourist town. Despite his gentle demeanor, those who know him are wary of crossing him, as his temper has been shown to be explosive in the past. He dislikes most guns, but sees some as a form of art.
Devon Carter is a widower, the surviving partner of his wife, Amie Niles-Carter. It is implied that the two met in Brazil during a Vale Tudo tournament, although it is unknown if he was watching or competing. He shows some skills in fighting that hint at a mixed-martial arts background, but not much is known about this at this time.
